William T. Russell (Chairman of the Board)
Mr. Russell joined TrustCorp in June 1996. He was formerly chief financial officer of Second National Bancorporation where he chaired the company’s investment committee, and served as chief investment officer and portfolio manager. Mr. Russell also served as C.F.O. of Boston based Office Oasis, as a partner of Conquest Capital and, among many community service activities, as president of his local Kiwanis Club. His experience in the debt and equity markets includes successful participation in two IPOs, one secondary offering and several private placements. Previously he was with KPMG Peat Marwick in its Baltimore office.
Theodore W. Urban (Director)
Mr. Urban served as Executive Vice President and General Counsel of Ferris, Baker Watts, Inc. from 1984 until retiring in 2007. He was a key member of the executive management team, serving on the Board of Directors, the Executive Committee, and as a Trustee of FBW’s ESOP and other benefit plans. He directed the firm’s compliance with all broker dealers, investment advisor and benefit plan regulatory requirements, and was a founder and Chairman of FBW’s affiliate, TCA TrustCorp America, Inc.
Since retiring, Mr. Urban has served as a consultant on financial market and pension regulation for the USAID Capital Markets Project in Ukraine, and has continued his service (since 1998) on the Board of Investment Trustees (currently Vice Chair) for the Montgomery County, Maryland Public School Employees Retirement System, which oversees the governance and investment policies of a $1 billion, 30,000+ employee pension fund. He also serves as a pro bono legal advisor to the Latino Economic Development Corporation, providing assistance to individuals seeking mortgage foreclosure counsel.
Mr. Urban previously served as an attorney and Assistant Director of the Division of Market Regulation of the Securities and Exchange Commission (1974-79), and as Deputy Director of the Division of Trading and Markets of the Commodity Futures Trading Commission (1979-84). He has served on numerous securities industry committees, including the NASD’s (now FINRA) National Adjudicatory Council, District Committee (Chair), and Member Admission Review Committee. He serves as an Arbitrator for FINRA, and taught a course on Regulation of Futures Markets at the Washington College of Law, American University.
Mr. Urban received a B.S. in Engineering, with a major in electrical engineering, from Cornell University, and a J.D. from the Columbus School of Law at the Catholic University of America, where he served as an Associate Editor of the Law Review.
